The British Fashion Council's chair handover and the arithmetic inside the BFC 2030 growth plan
David Pemsel leaves the British Fashion Council chair on 30 September, Pavita Cooper takes it on 1 October, and Caroline Issa moves into a newly created Deputy Chair role.
Cooper has also served on the board of The King's Trust. BFC 2030 was published on 31 March 2026 and is built as a three-year growth plan followed by a fourth year given over to measurement and scaling.
The document attaches a single headline metric to each pillar. For BFC International it is 700,000 pounds of global funding secured within 24 months of launch. It also sets out where money is meant to come from: membership fees, patronage, government support, brand and event partnerships, listing and exhibition fees, licensing.
The 67.5 billion pounds is also a measurement of 2021, from a report dated August 2022, and it is still the number the 2030 strategy quotes.
The eight-city Fashion Britain map is Bristol, Cardiff, Dundee, Edinburgh, Liverpool, London, Manchester and Newcastle, a trade body built around one city now programming in seven others.

The post, as it ran
01DAVID PEMSEL HANDS THE BRITISH FASHION COUNCIL CHAIR TO PAVITA COOPER ON 1 OCTOBER.
02PEMSEL JOINED THE BOARD AS A NON-EXECUTIVE DIRECTOR IN 2016 AND TOOK THE CHAIR IN 2022. HE LEAVES ON 30 SEPTEMBER, TEN YEARS IN, FOUR OF THEM IN THE TOP SEAT.
03CAROLINE ISSA STEPS INTO A DEPUTY CHAIR ROLE THAT DID NOT EXIST BEFORE, CREATED TO CARRY DESIGNER REPRESENTATION INTO THE BOARDROOM.
04COOPER ARRIVES FROM SENIOR EXECUTIVE ROLES AT LLOYDS BANKING GROUP AND CHRISTIE'S. HER PUBLISHED BRIEF IS GOVERNMENT, POLICYMAKERS AND FUNDRAISING CAPABILITY.
05THE TARGET SHE INHERITS IS WRITTEN INTO THE BFC'S OWN STRATEGY: GROSS REVENUE UP 38 PERCENT, TO 18 MILLION POUNDS A YEAR BY 2030.
06THAT WORKS OUT AT 8.4 PERCENT COMPOUND, EVERY YEAR, FOR FOUR YEARS. THE SAME DOCUMENT OPENS BY DESCRIBING RISING OPERATING COSTS, CONSTRAINED DOMESTIC DEMAND AND A STEADY OUTFLOW OF BRITISH TALENT.
07THE PLAN NAMES THE SWITCH IT WANTS IN PLAIN TERMS: OUT OF IP-DRIVEN REVENUE, MEANING STANDALONE EVENTS, AND INTO MEMBERSHIP, PARTNERS, PHILANTHROPY, GOVERNMENT AND CONSUMERS.
08THE 67.5 BILLION POUNDS QUOTED FOR BRITISH FASHION IS NOT WHAT THE INDUSTRY ITSELF MAKES. THAT PART IS 28.9 BILLION. THE REST IS THE SUPPLY CHAIN, AND THE SPENDING OF THE PEOPLE IT EMPLOYS.
09AND THE SPENDING MOVES OUT OF LONDON. FASHION BRITAIN, THE DECENTRALISATION PILOT, IS RUNNING MORE THAN A THOUSAND EVENTS ACROSS EIGHT UK CITIES, DUNDEE AND CARDIFF AMONG THEM.
